Applications Development Tech Lead Analyst

Job Description

The Applications Development Tech Lead Analyst is an intermediate-level position responsible for hands-on participation in the establishment and implementation of Oracle Ledger programs, including the development of SaaS components mainly for AFCS and good understanding of ERP AHCS, GL, and ARCS, in coordination with the Technology team. This role requires strong technical expertise, direct involvement in development, a focus on performance optimization, and extensive collaboration with Oracle and cross-functional teams. The overall objective of this role is to contribute significantly to application systems analysis, design, programming activities, and to drive robust technical solutions specifically within the Oracle Ledger and SaaS reporting ecosystem.

Responsibilities:

  • Hands-on Development: Actively engage in the design, coding, testing, and deployment of complex application systems and programs, with a particular focus on Oracle Ledger programs components for AFCS, ERP AHCS, GL, and ARCS, ensuring adherence to technical specifications and best practices.
  • Technical Leadership: Provide technical guidance and mentorship to development teams, participating directly in problem-solving and code reviews for Oracle Ledger and SaaS solutions.
  • Performance Improvement: Proactively identify performance bottlenecks within Oracle Ledger and SaaS systems, design and implement solutions to optimize application performance, and ensure scalability and efficiency.
  • Oracle Ledger & SaaS Reporting Expertise: Possess deep functional and technical understanding of Oracle Ledger programs and the specified SaaS components (AFCS, ERP AHCS, GL, ARCS), driving their establishment and implementation.
  • Oracle Collaboration & Integration: Work closely with Oracle database administrators and development teams, ensuring seamless integration, optimal performance, and effective utilization of Oracle technologies within application solutions.
  • Systems Analysis & Design: Conduct detailed feasibility studies, contribute to time and cost estimates, engage in IT planning, and perform risk technology assessments. Participate in the analysis, design, construction, testing, and implementation phases of Oracle Ledger and SaaS reporting application development.
  • Security Implementation: Recommend and develop security measures and actively implement them during post-implementation analysis of business usage to ensure robust system design and functionality for sensitive financial data.
  • Stakeholder Consultation: Consult with users/clients and other technology groups on technical issues related to Oracle Ledger and SaaS reporting, recommend advanced programming solutions, and support customer-facing systems.
  • Operational Standards: Ensure essential procedures are followed and actively contribute to defining and implementing operating standards and processes for Oracle-based financial applications and reporting.
  • Mentorship: Serve as an advisor or coach to new or lower-level analysts and developers, sharing technical knowledge and fostering growth in Oracle and SaaS reporting development.
  • Independent Operation: Operate with a limited level of direct supervision, exercising independence of judgment and autonomy in technical decision-making within the scope of Oracle Ledger and SaaS reporting.
  • Subject Matter Expertise: Act as a Subject Matter Expert (SME) to senior stakeholders and/or other team members on technical aspects of Oracle Ledger program development and SaaS reporting across AFCS, ERP AHCS, GL, and ARCS.
  • Risk Management: Appropriately assess risk when technical and business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Recommended Qualifications:

  • Experience: 10+ years of progressive experience in application development, with a strong emphasis on hands-on coding, systems analysis, and technical leadership.
  • Oracle Ledger Expertise: Proven experience with Oracle Ledger programs and their implementation, customization, and maintenance.
  • SaaS Reporting Components: Direct experience in developing and implementing solutions for AFCS, ERP AHCS, GL, and ARCS SaaS components.
  • Technical Proficiency: Demonstrated expertise in programming languages and development frameworks relevant to current technology stacks, specifically those integrating with Oracle.
  • Oracle Technology Expertise: Proven experience with Oracle databases, SQL, PL/SQL, and related Oracle technologies, including performance tuning and optimization.
  • Performance Optimization: Direct experience in identifying, diagnosing, and resolving performance issues in complex financial applications and reporting tools.
  • Project Experience: Experience in managing and implementing successful technical projects or significant project components within a financial or enterprise application context.
  • Methodologies: Working knowledge of agile development methodologies, consulting, and project management techniques.
  • Resilience: Ability to work under pressure and manage deadlines or unexpected changes in expectations or technical requirements effectively.

Education:

  • Bachelor’s degree/University degree or equivalent experience in Computer Science, Engineering, or a related technical field.
